Job Description:

Job Purpose & Position OverviewThe Winnebago Tribe of Nebraska manages and operates the Winnebago Comprehensive Healthcare System (WCHS) under Public Law 93-638, the Indian Self-Determination and Education Assistance Act. The Twelve Clans Unity Hospital (TCUH or Hospital) is a division of the WCHS. WCHS primarily serves members of the Winnebago and Omaha Tribes of Nebraska and other Native Americans in the region. The Hospital is a 13-bed inpatient facility that includes an Ambulatory Care Clinic, Emergency Room, Pharmacy, Radiology, Medical Laboratory, Physical and Occupational Therapy, Social Services, Podiatry, Bio-Medical, and Medical Records. The service population for the hospital is approximately 10,000 users.
The functions listed below describe the primary duties but does not restrict the organizations ability to assign, reassign or eliminate functions, duties and responsibilities of this position at any time. The Chief Operating Officer will be responsible for the day-to-day management of Hospital operations.
Specific Job Duties/Responsibilities:

  • Demonstrate the Winnebago Tribe and WCHSs core mission, vision, and values.
  • Provides leadership, direction and supervision for professional, administrative, technical staff within the hospital.
  • Establishes, implements, monitors, and evaluates a hospital wide system of internal review and quality improvement programs.
  • Ensures that the hospital complies with all requirements and the conditions of participation of the CMS certification process.
  • Works with the Executive Team in development and justification of the hospital financial and staffing plan and supports efforts to maximize third party revenue generation.
  • Ensures that all financial obligations and expenditures are properly accounted for and that departments operate within approved budgets.
  • Overall responsibility for planning, organizing, directing, implementing, evaluating all aspects of clinical services and allied health services.
  • Demonstrates a willingness to take on new tasks with a general attitude that no task is too small, impossible, or cannot be improved
  • Optimizes the utilization and availability of resources, including people, capital and knowledge to achieve the objectives of the organization while scaling and standardizing services. Provides input to staffing and resource planning in direct and indirect reporting departments as they affect operations of the facility.
  • Works closely with the Chief Medical Officer in recruiting and retention efforts.
  • Works closely with the respective Department Directors and Supervisors to ensure the effective management of programs.
  • Mentors department directors and managers as needed.
  • Promotes the provision of comprehensive quality health care services with a focus on excellent customer service and a patient first theme.
  • Assists with the development of hospital wide patient care programs, policies and procedures that describe how the care needs of patient populations are assessed, evaluated and met.
  • Assists and advises the CEO in establishing and executing strategic business plans to achieve operational objectives and in formulating and implementing best practices and policies.

The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment and responsibility to the operation.Required Qualifications/Skills: Minimum of three to five years of management experience, preferably in hospital administration required.
    • Minimum 3-5 years clinical experience in a healthcare setting preferred.
    • Bachelors Degree in Hospital Administration or related field required, Masters degree is preferred.
    • Working knowledge of CMS Conditions of Participation for hospital certification requirements is preferred.
    • Excellent communication and leadership skills as demonstrated by prior experience.
    • Ability to speak in front of large audiences and conducts meetings with private sector health care leaders and institutions.
    • Understanding of Tribal Self-Governance, the Indian Self-Determination and Education Assistance Act and the Indian Health Care Improvement Act preferred.
    • Demonstrated ability to inspire and motivate staff to achieve high expectations for the Health System.
    • Must have understanding and working knowledge of the revenue cycle.Physical Requirements:
      • Normal to light office work, which includes the ability to lift up to 10 lbs.
      • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
      • While performing daily duties, the employee is regularly required to talk and hear.
        Cognitive Requirements:
        • Reading, writing, calculating
        • Above average social interaction skills
          • Reasoning/Analysis
          • Works with minimal to no supervision
            Language Requirements:
            • Must possess the ability to read, write, and speak the English language fluently.
            • Must be able to continually and effectively employ professional verbal and written communications skills.
              Certificates, Licenses & Registrations:
              • All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
